Job Summary
The Chief Information Security Officer leads Absa Bank Uganda's cybersecurity strategy, risk management, and operational resilience. The CISO enforces security policies, conducts annual risk assessments, oversees disaster recovery and incident response, reports posture to the Executive Director, and manages the cybersecurity team in Kampala.
Key Roles & Operational Responsibilities
1. Cybersecurity Strategy & Governance (40%)
- Strategic Execution: Drive the bank’s cybersecurity vision, enforcing policies across ICT infrastructure, systems development, and third-party integrations.
- Governance Alignment: Align ICT security controls with overall banking strategy, business risk appetite, and regulatory mandates.
- Controls & Exception Management: Design enterprise security controls and review/approve policy exceptions to ensure residual risks remain within defined thresholds.
2. Risk Management, Monitoring & Reporting (35%)
- Threat Assessments & Scenario Analysis: Conduct annual enterprise-wide cyber risk assessments and scenario testing to uncover control gaps.
- Continuous Monitoring: Oversee 24/7 security monitoring to detect, analyze, and mitigate cyber threats across critical banking infrastructure.
- Executive Reporting: Submit quarterly reports to the Executive Director covering security posture, incidents, policy exceptions, and program effectiveness.
3. Operational Resilience, Continuity & People Leadership (25%)
- Resilience & BCP: Maintain and update Incident Response Plans and Business Continuity Plans (BCP) based on threat intelligence and lead disaster recovery testing.
- People & Team Leadership: Build, mentor, and direct a high-performing cybersecurity team, driving talent development, performance management, and security culture.
Foundational Capabilities & Prerequisites
Required Education & Certifications
- Educational Baseline: Bachelor’s degree in Cybersecurity, Information Technology, Computer Science, or a related discipline from an accredited university.
- Industry Certifications: Certified Information Systems Security Professional (CISSP) or Certified Information Security Manager (CISM) is required.
- Advanced Qualifications: A Master’s degree in IT, Cybersecurity, or Business Administration is considered a strong added advantage.
Required Experience & Technical Expertise
- Total Track Record: Minimum 10+ years of working experience in IT and Cybersecurity Management.
- Banking Sector Baseline: Minimum 5+ years in a Senior Management role within the banking sector.
- Framework Mastery: Deep expertise in industry frameworks including COBIT, ITIL, ISO 27001, and NIST.
- Technical Breadth: Strong background in general IT controls, network infrastructure, database administration, software development lifecycle (SDLC) security, and corporate IT service delivery.
