Commissioning Electrical Specialist

Job Summary

The Commissioning Electrical Specialist supervises electrical pre-commissioning, energization, and commissioning activities for McDermott at Kasenyi Village, Buliisa. The specialist oversees technicians, enforces safety permits (PTW/JSA), coordinates E&I subcontractors and vendor SATs, redlines as-built drawings, and logs completed systems in the Completions Management System.

Key Roles & Operational Responsibilities

1. Electrical Pre-Commissioning & Energization Supervision

• Field First-Line Leadership: Provide technical supervision to site technicians carrying out electrical completions, pre-energization inspections, and equipment repairs across assigned project areas.
• Energization Plan Execution: Directly supervise the step-by-step execution of the plant Energization Plan for substation switchgear, power distribution systems, Emergency Power, UPS, VFDs, and high-voltage infrastructure.
• E&I Subcontractor & Vendor Coordination: Direct on-site E&I subcontractors during pre-commissioning activities and partner with equipment vendor specialists during Site Acceptance Tests (SATs) and machinery test runs.

2. Punch Listing, Systems Completion & As-Builts

• Walkdowns & Reinstatement: Participate in formal site walkdowns, compile punch lists, clear electrical deficiencies, and verify system reinstatement post-testing.
• Completions Logging: Record all completed electrical check sheets and handover documentation to the Systems Completion team for entry into project databases (e.g., ICAPS/OPERCOM framework).
• As-Built Redlining: Redline electrical engineering drawings and single-line diagrams (SLDs) on-site to accurately capture field modifications and as-built conditions.

3. Work Planning, Safety & Regulatory Compliance

• Permit to Work (PTW) & JSA: Ensure all electrical commissioning tasks are authorized under valid Permits to Work (PTW) supported by thorough Job Safety Analyses (JSA).
• Resource Optimization: Manage daily schedules, material allocation, and tool utilization for the assigned electrical team based on work front availability.
• Standards Compliance: Enforce compliance with McDermott policies, project safety protocols, local regulatory expectations, and international standards (IEC, API, EEMUA, NEC, IEEE).

Foundational Capabilities & Prerequisites

Required Educational Baseline & Experience

• Educational Qualification: Diploma in Engineering (Electrical Engineering preferred) or equivalent technical credential.
• Core Track Record: Minimum 5 years of experience as a commissioning electrical supervisor or specialist within a contractor organization.
• EPC Project History: Proven pre-commissioning, commissioning, and start-up experience on at least 3 major EPC projects in the refinery or oil & gas sector.
• Electrical Systems Mastery: Deep technical experience with Substation switchgear, HV/MV/LV power distribution systems, Emergency Power generators, Power Management Systems (PMS), Uninterruptible Power Supply (UPS) units, and Variable Frequency Drives (VFD).
• Communication & Software: Strong English oral and written communication skills; proficiency in Microsoft Office (Word, Excel, PowerPoint).

Preferred Qualifications & Desirable Capabilities

• GIS & High-Voltage Experience: Experience with Gas Insulated Switchgear (GIS) and 110+kV electrical systems.
• Local Regulatory Credentials: Certified permit holder from the Ugandan Electricity Regulatory Authority (ERA).
• Methodology & Software: Practical knowledge of Completions Management Systems (CMS), particularly OPERCOM and ICAPS methodologies on mega oil & gas developments.
