Project Controls Engineer

Job Summary

The Project Controls Engineer manages OBO field office cost and schedule controls for SRC on a U.S. Department of State project in Kampala (ID: 2026-11274). Requiring a U.S. Secret Clearance and 7+ years of commercial construction experience, this engineer uses Primavera P6 to evaluate contractor payments, maintain RFIs/submittals, prepare Independent Government Estimates (IGEs), and negotiate contract modifications.

Key Roles & Operational Responsibilities

1. Cost & Schedule Control Management

• Schedule Oversight: Utilize Primavera P6 and Microsoft Project to manage, review, and evaluate the prime contractor's baseline schedules, progress updates, and critical path delays.
• Payment Applications & Quantity Take-offs: Perform detailed quantity take-offs to verify work completed in the field, evaluating monthly payment applications and advising the Project Director/COR on financial findings.
• Independent Estimates (IGEs): Prepare Independent Government Estimates (IGEs) to evaluate cost proposals, change orders, and potential claims.

2. Contract Administration & Field Office Operations

• Submittal & RFI Processing: Maintain logs and control systems for all contractor technical submittals, Requests for Information (RFIs), shop drawings, and as-built documentation.
• Contract Modification & Claims Negotiation: Evaluate modification requests to determine necessity and scope inclusion, assisting the COR in negotiating claims and interpreting contract provisions (General Conditions, Division 1 specifications).
• Data Control Supervision: Direct and supervise data entry and document control specialists in the OBO field office.
• Daily Logging & Reporting: Maintain the daily construction log, draft meeting minutes, and compile comprehensive project control reports for the DoS program office.

Foundational Capabilities & Prerequisites

Required Qualifications & Security Clearances

• Security Clearance & Citizenship: U.S. Citizenship is mandatory. Must possess an Active U.S. Government Security Clearance at the Secret Level with Top Secret Eligibility.
• Educational Baseline: Bachelor's Degree (or higher) in Engineering (any discipline), Engineering Management, Construction Management, or Construction Engineering.
• Commercial Construction Experience: Minimum 7 years of commercial construction field experience (Note: Design office experience does NOT count toward the 7-year threshold).
• Software Tools: Recent hands-on experience with Primavera P6, Microsoft Project, and MS Office Suite.
• Codes & Regulations: Demonstrated knowledge of International Building Codes and standard construction contract administration protocols.
• Global Field Experience: Overseas commercial construction experience is required.

Preferred Qualifications & Desirable Capabilities

• Prior experience on U.S. Embassy / Diplomatic Construction Programs managed by the Bureau of Overseas Buildings Operations (OBO).
• Exposure to diplomatic facility builds: New Office Buildings (NOX), Staff Processing Annexes (SPX), Utility Buildings (UTIL), Compound Access Control facilities (CACs), Existing Office Building (EOB) renovations, and perimeter security walls/site works.
