Human Resources Officer

Job Summary

The Human Resources Officer manages day-to-day HR operations for Alight's Uganda Enterprise. This officer coordinates recruitment, conducts reference/background checks, oversees national health insurance, compiles payroll data, tracks performance appraisals, mediates employee grievances, and ensures compliance with Uganda Labor Law across field sites.

Key Roles & Operational Responsibilities

1. HR Administration, Recruitment & Onboarding

• Recruitment Operations: Facilitate end-to-end recruitment with hiring managers, post job vacancies, screen candidates, maintain talent databases, and conduct mandatory reference/SAM Bridger background checks.
• Documentation & Contracts: Draft offer letters, employment contracts, bank letters, and certificates of service. Oversee digital and physical staff record archives.
• Onboarding & Benefits: Coordinate with IT for email provision, walk new hires through benefit packages, manage leave schedules, and update monthly staff rosters.

2. Statutory Compliance, Payroll & Insurance Governance

• Labor Law Compliance: Ensure all country office policies align with Uganda’s Employment Act, liaising with Alight’s legal counsel and labor authorities.
• Payroll Processing Support: Collate and submit monthly payroll variations (additions, deductions, leave without pay) to Finance and resolve employee payroll queries confidentially.
• Health & Life Insurance Administration: Oversee the national staff medical insurance policy, register eligible dependents, manage additions/deletions, and process claim reimbursements with providers.

3. Performance Management, Employee Relations & Exit Operations

• Performance Evaluations: Coordinate annual Performance Management Evaluations (PME), ensure supervisor compliance, and compile training needs into the Annual Learning & Development plan.
• Grievance Handling & Mediation: Advise on disciplinary actions and mediate workplace conflicts in accordance with Uganda Labor Law and Alight’s confidential complaints mechanisms.
• Exit Management: Manage contract termination paperwork for closing grants or restructures, conduct exit interviews, track terminal benefit disbursements, and reclaim IDs/insurance cards.

Foundational Capabilities & Prerequisites

Required Technical Profile & Qualifications

• Educational Baseline: Bachelor’s degree in Human Resources Management, Business Administration, or a related field (A Post Graduate Diploma in HRM is an added advantage).
• Generalist HR Experience: Minimum 5 years of progressive HR generalist experience, preferably within an international NGO, humanitarian agency, or fast-paced multi-site environment.
• Legal & Regulatory Mastery: Solid understanding of Uganda’s Employment Act, statutory tax requirements, and statutory benefits.
• Software & Systems Fluency: Proficiency in HR Information Systems (HRIS), Microsoft Office Suite (Excel, Word), and secure data management protocols.
• Mobility: Ability and willingness to undertake 40% field travel to remote refugee settlement locations across South-West, Mid-West, and West Nile districts.
