Job Summary
A public university is seeking a Records Officer (Salary Scale PU6.2TNSC, Ref: EXT AD 18/2/2026) for its Central Registry. Applicants must hold a Master's degree in Information Science, Records Management, IT, or related fields, possess at least 3 years of relevant records management experience, and demonstrate expertise in electronic records systems. Key Roles & Operational Responsibilities
1. Strategy, Policy & System Management
- Program & Policy Implementation: Initiate, develop, and implement operational programs, procedures, and strategies for the central records section in line with university governance policies.
- Work Plan Execution: Formulate and execute departmental work plans to meet institutional records targets and service level agreements.
- EDRMS & Information Systems: Set up, manage, and monitor electronic records management information systems (EDRMS) and electronic data repositories to ensure data security and fast retrieval.
- Policy Audit & Evaluation: Conduct periodic audits of the university records management system and evaluate the impact and effectiveness of existing records policies.
2. Archival Lifecycle & Risk Management
- Archival Transition: Coordinate the systematic classification, retention, and transition of university records from semi-current status to permanent historical archives.
- Risk & Hazard Mitigation: Identify operational, physical, and digital risks/hazards to university documents and implement corrective actions to eliminate or mitigate security vulnerabilities.
3. Departmental Coordination & Administrative Support
- Central Registry Operations: Supervise day-to-day registry requests, document indexing, file tracking, and secure document disposition processes.
- Cross-Departmental Collaboration: Assist university faculties and administrative units in adhering to standard recordkeeping protocols.
Foundational Capabilities & Prerequisites
Required Academic Credentials & Competencies
- Postgraduate Qualifications: Earned Master's degree in Information Science, Records and Archives Management, Library and Information Science (LIS), Information Technology (IT), or a closely related discipline from a recognized institution.
- Professional Experience: Minimum of three (3) years of practical experience in records management, registry administration, or electronic document control within a reputable public or private organization.
- Technical Competencies: High degree of computer literacy, direct experience setting up/managing EDRMS, and capability in conducting records system audits.
- Core Soft Skills: Superior organizational skills, keen attention to detail, strong risk assessment abilities, and excellent interpersonal and communication skills.
