Logistics & Admin Officer

Job Summary

The Logistics & Admin Officer manages day-to-day procurement files, coordinates vehicle and motorcycle fleet dynamics, safeguards localized storage facilities, and serves as the primary IT support focal point for the regional team. Additionally, the role oversees office health, safety, and security protocols, while actively managing community feedback and grievance tracking systems.

Key Roles & Operational Responsibilities

1. Procurement & Comprehensive Asset Control

• Execute local procurement processes for goods and services in strict alignment with ZOA procurement guidelines and specific donor requirements.
• Log all transaction paperwork and financial workflows into the ZOA Manager digital tracking system to secure a clean, transparent audit trail.
• Maintain the localized inventory asset register, ensuring all equipment is tagged appropriately, and compile quarterly report updates regarding asset conditions and repair histories for the Kampala office.

2. Fleet Management & Field Logistics

• Oversee monthly mileage logbooks, fuel consumption levels, and ongoing repair tracking profiles for all project vehicles and motorcycles.
• Schedule routine mechanical servicing to keep the entire regional fleet roadworthy, safe, and backed by updated on-board documentation and insurance coverage.
• Coordinate transport dispatch workflows to facilitate the safe transfer of field staff and relief project materials to diverse field sites.

3. Stores Management & Local IT Support

• Track office consumables and project supply balances across all regional offices utilizing standardized stock card systems.
• Act as the regional IT support contact point, ensuring internet connectivity stability and supervising external technology service providers.
• Deliver basic, introductory IT troubleshooting and software orientations for field staff covering Office 365, ZOA Manager, and the digital Quality Library.

4. Safety, Health, and Feedback Accountability

• Monitor field office facilities to verify that safety gear is functional and that infrastructure meets standard ZOA occupational health and security baselines.
• Sensitize community stakeholders, local suppliers, and project partners regarding ZOA feedback and complaint channels.
• Document received community feedback cleanly according to standard operating frameworks, adhering strictly to a "Do No Harm" field approach.

Foundational Capabilities & Prerequisites

Required Technical Profile & Experience

• Academic Foundation: Minimum of a University Degree in Procurement and Logistics, Business Administration, or an equivalent corporate operational discipline.
• Professional Experience: At least three (3) years of direct, progressive experience handling logistics, stores, and administrative operations, specifically within an international NGO framework.
• Systems & Asset Mastery: Proven competence managing mid-to-large asset pools, reconciling logbooks, and working with digital enterprise management platforms.
• Core Competencies: Fluency in spoken and written English, proficiency with Microsoft Word and Excel, and a deep comprehension of risks associated with procurement fraud and organizational conflicts of interest.
