Maintenance Specialist (ME&I)

Job Summary

The Maintenance Specialist (ME&I) executes mechanical equipment alignments, oversees routine electrical loop checks, and manages instrumentation calibrations. This professional diagnoses defects on rotating and static machinery, coordinates Permit to Work (PTW) protocols, tracks preservation records inside the ICAPS database, and mentors national technician teams.

Key Roles & Operational Responsibilities

1. Commissioning Maintenance & Technical Execution

• System Readiness: Supervise and directly execute preventative, corrective, and preservation maintenance schedules across integrated ME&I systems during the commissioning and initial plant start-up phases.
• Mechanical Diagnostics: Oversee and execute precision structural alignments of heavy rotating machinery, including high-capacity pumps, multi-stage compressors, and industrial turbines.
• Electrical & Loop Verification: Manage electrical loop checks concerning routine equipment preservation, testing Variable Frequency Drives (VFDs), Motor Control Centers (MCCs), and High/Medium/Low Voltage (HV/MV/LV) distribution panels.
• Instrumentation Calibration: Perform routine calibration and functional safety loops for field instruments, including control valves, transmitters, distributed control systems (DCS/PLC), Emergency Shutdown (ESD) mechanisms, Fire & Gas (F&G) networks, and High-Integrity Pressure Protection Systems (HIPS).

2. Field Safety, Coordination & Database Administration

• Risk Governance: Manage the preparation and formal opening of Permits to Work (PTWs) and conduct detailed Job Safety Analyses (JSAs) prior to high-risk line testing or live energization.
• Systems Completion Log: Document, track, and close out all preservation, testing, and maintenance activities accurately within the project’s official Systems Completion Database (ICAPS).
• Project Walkdowns: Lead systematic walkdowns, compile punch lists, oversee system flushes/cleaning, and verify the mechanical reinstatement of ME&I loops against design blueprints.
• Materials Management: Direct spare parts inventories, coordinating directly with Material Management teams to secure commissioning/start-up spares, specialized lubricants, and consumable components on schedule.

3. Progress Reporting & Workforce Mentorship

• Schedule Alignment: Collaborate daily with operations, engineering, and commissioning crews to integrate maintenance interventions cleanly with high-level project milestones.
• Scope Tracking: Issue granular daily reports highlighting technical progress, field concerns, resource shortfalls, and tactical workforce deployment plans.
• National Capacity Building: Mentor, guide, and upskill junior technicians and local Ugandan national staff, instilling safe industrial maintenance habits and strict compliance standards.

Foundational Capabilities & Prerequisites

Required Technical Profile & Experience

• Academic Foundation: Technical Diploma or equivalent engineering credential in Mechanical, Electrical, Instrumentation Engineering, or a highly related quantitative technological field.
• Experience Baseline: Minimum of eight (8) years of progressive, hands-on maintenance experience within complex EPC projects inside the Oil & Gas sector, operating as either a contractor or operator specialist.
• Core Technical Competencies: Proven, verifiable field-testing and diagnostic experience across three core areas:
  • Rotating Machinery: Pumps, compressors, and turbines.
  • Electrical Systems: VFDs, MCCs, and multi-voltage power distribution.
  • Instrumentation Infrastructure: DCS/PLC, ESD, HIPS, control valves, and transmitters.
• Software & Tracking: Functional proficiency in MS Office suite; prior structural familiarity with project databases like ICAPS, Primavera, or AutoCAD design software is a distinct advantage.
• Interpersonal Dynamics: Excellent cross-functional communication and teamwork abilities, with the agility required to lead within highly diverse, multicultural field camps.
• Linguistic Capabilities: Full professional fluency in written and spoken English is mandatory.
