National AMR Technical Coordinator

Job Summary

The National AMR Technical Coordinator directs FCDO-funded AMR activities for Palladium's TDDAP2 program in Kampala (req25107). Requiring 10+ years in public health and 5+ years in AMR/One Health, this specialist coordinates technical assistance, oversees consultants, aligns national surveillance/laboratory systems, and liaises with Ministry of Health stakeholders over a 10-month contract.

Key Roles & Operational Responsibilities

1. In-Country AMR Program Coordination

• Activity Oversight: Lead and coordinate all TDDAP2 in-country AMR activities, managing timelines to ensure technical deliverables are completed on schedule.
• Workplan & Risk Management: Proactively identify execution risks, design mitigation strategies with the Country Lead, and refine program workplans in alignment with FCDO priorities.
• FCDO Reporting: Coordinate monthly, quarterly, and annual reporting for FCDO, capturing key health security achievements, technical evidence, and policy lessons learned.

2. Technical Oversight & Quality Assurance

• Consultant Management: Draft clear Terms of Reference (ToRs) for technical consultants and consortium partners, providing direct technical oversight of all AMR inputs.
• Quality Assurance & Review: Review technical products, laboratory surveillance guides, and governance frameworks, providing mentorship to ensure high technical standards.
• One Health Integration: Apply a multisectoral One Health approach (spanning human, animal, and environmental health) across surveillance, laboratory systems, and climate-informed health security.

3. Stakeholder Engagement & Strategic Ambassadorship

• Government Partnerships: Cultivate strong relationships with national AMR governance bodies, Ministry of Health officials, statutory agencies, and implementing partners.
• Technical Ambassadorship: Represent TDDAP2 and Palladium at national, regional, and international health security forums, workshops, and policy dialogues.

Foundational Capabilities & Prerequisites

Required Educational Baseline

• Primary Qualification: Doctor of Medicine (MD), Doctor of Veterinary Medicine (DVM), or a Bachelor's degree in Public Health, Health Sciences, Biological Sciences, Laboratory Sciences, Microbiology, Pharmacy, or related field.
• Postgraduate Qualification: Master’s Degree or demonstrable postgraduate specialization directly in Public Health, Epidemiology, Biosciences, AMR, or Global Health Security.

Required Workplace Track Record & Skills

• Public Health Experience: Minimum 10 years of professional experience in Public Health, ideally working directly with government health ministries or statutory public health bodies.
• AMR & Health Security Focus: At least 5 years of dedicated experience in Global Health Security and Antimicrobial Resistance (AMR).
• Project Management Mastery: Proven track record managing complex technical assistance programs, workplans, and multi-partner consortiums.
• Stakeholder Networking: Demonstrated ability to build authentic relationships with high-level government officials, donor agencies (FCDO), and international technical partners.
• Language Proficiency: Spoken and written fluency in English is required, along with proficiency in one or more local Ugandan languages.
