Project Officer

Job Summary

The Project Officer – Land Titling mobilizes rural communities, coordinates boundary verification with Area Land Committees, conducts GPS/geo-fencing mapping, and digitizes field land records. This officer enforces gender inclusion and safeguarding, manages field logistics, and prepares activity reports under the guidance of the Project Manager in Rukungiri, Uganda.

Key Roles & Operational Responsibilities

1. Field Implementation, Mobilization & Stakeholder Liaison

• Community Engagement: Mobilize and sensitize community members, customary leaders, and households on land registration procedures, rights, and timelines.
• Coordination Exercises: Organize community meetings, boundary walks, and verification sessions, ensuring high participation and turnout.
• Local Land Governance Alignment: Maintain collaborative relationships with Area Land Committees, District Land Boards, customary authorities, and local council officials.

2. Mapping, Data Collection & Quality Assurance

• GPS & Geo-Fencing: Conduct boundary mapping, geo-fencing, and household spatial data collection using tablet/smartphone-based tools and approved protocols.
• Data Verification: Execute first-level data quality checks to ensure completeness, accuracy, and consistency before uploading spatial data to RTV platforms.
• Ethical Data Standards: Enforce strict data protection, privacy, and ethical handling practices across all community data collection workflows.

3. Inclusion, Safeguarding & Field Operations

• Gender & Social Inclusion: Drive gender-responsive outreach to ensure female-headed and vulnerable households gain equal access to land titling protection.
• Conflict & Capture Mitigation: Identify and report risks of elite capture, boundary disputes, or community tensions to senior management immediately.
• Documentation & Logistics: Prepare field activity reports, maintain physical/digital land registries, coordinate field logistics, and assist with basic expense tracking.

Foundational Capabilities & Prerequisites

Required Technical Profile & Experience

• Education Baseline: Bachelor's degree in Land Management, Geography, Law, Development Studies, Social Sciences, Public Administration, or a related discipline.
• Field Experience: Minimum 2–4 years of relevant field experience in land governance, land tenure, community development, or rural program delivery in Uganda.
• Land Governance Knowledge: Solid working understanding of Uganda's land tenure systems (customary, freehold, mailo, leasehold) and statutory/customary land institutions.
• Technical Aptitude: Familiarity with GPS mapping tools, mobile digital data collection applications (e.g., ODK, KoboToolbox), or Land Information Systems (LIS) is an added advantage.
• Travel Willingness: Ability and enthusiasm to travel extensively (60–80%) and conduct fieldwork in remote, last-mile rural communities.
