Job Summary
The Regional Policy and Advocacy Advisor leads advocacy strategy, stakeholder power mapping, and policy engagement for PlayMatters across Uganda, Ethiopia, and South Sudan. This advisor builds internal advocacy capacity, represents the consortium in interagency clusters, and drives the government adoption of Learning through Play (LtP) multi-media tools.
Key Roles & Operational Responsibilities
1. Strategy Design & System-Level Advocacy
- Advocacy Strategy Execution: Formulate and execute a comprehensive Learning through Play (LtP) policy and advocacy strategy aligned with IRC’s global education agenda and PlayMatters Phase 3 objectives.
- Power Mapping & Targeting: Conduct stakeholder analyses and power mapping to identify key decision-makers across national education ministries, donor bodies, and humanitarian coordination groups (e.g., Education Cluster).
- Policy Adaptation: Facilitate the uptake and formal policy adoption of PlayMatters multi-media tools, digital content, and LtP teaching methodologies within government education frameworks.
2. Strategic Communications & Representation
- Multi-Media Solutioning: Collaborate with Communications and Technical Units to translate project outcomes and research into compelling print, digital, and mass-media advocacy products.
- External Representation: Represent PlayMatters in interagency working groups, high-level policy forums, and UN/NGO stakeholder meetings alongside regional leadership.
3. Internal Capacity Building & Alignment
- Staff Workshops: Design and facilitate advocacy capacity-building workshops for IRC country offices, regional units, and consortium partner teams.
- Talking Points & Briefings: Draft high-level policy memos, briefing notes, talking points, and presentations for senior executive engagements.
Foundational Capabilities & Prerequisites
Required Technical Profile & Experience
- Educational Baseline: Master’s degree required (post-graduate degree preferred) in Global Education, Public Policy, International Relations, Psychology, Development Studies, or a related field.
- Advocacy Track Record: Minimum 5+ years of professional experience leading policy and advocacy initiatives focused on education, child protection, health, or early childhood development in INGO or multilateral environments.
- Domain Knowledge: Understanding of Education in Emergencies (EiE), early childhood development, psychosocial support (PSS), and humanitarian governance structures.
- Facilitation & Synthesis: Exceptional written/oral communication skills, with proven ability to synthesize complex research into actionable policy briefs.
- Regional Mobility: Full willingness and physical ability to travel up to 30% across project areas in East Africa.
