DDC Technician (Water Systems)

Job Summary

The DDC Technician manages water system inspections, sanitary surveys, and data-driven corrective action updates. Core duties include supporting the CTO review process, responding to Requests for Information (RFI), maintaining the Plan of Action and Milestones (POAM) document, and ensuring all water treatment and utility infrastructure meets stringent Navy regulatory standards.

Key Roles & Operational Responsibilities

1. Water System Compliance & Certification

• Execute all inspections, surveys, and rigorous data reviews mandated for the Certificate to Operate (CTO) review process as specified in CNIC M-5090.1A.
• Conduct thorough sanitary surveys to assess water systems, proactively identifying potential health risks or regulatory non-compliance.
• Prepare and submit detailed assessment reports and ensure that all water performance data remains current and audit-ready.

2. Documentation & Corrective Action Management

• Own the maintenance of the Plan of Action and Milestones (POAM), updating it in real-time to reflect corrective actions taken and necessary system improvements.
• Process and respond to Requests for Information (RFI) from stakeholders, government representatives, and regulatory agencies with high technical accuracy.
• Review existing documentation and prepare comprehensive reports to maintain transparency for future CTO reviews.

3. Utility Maintenance & Stakeholder Coordination

• Assist in identifying and implementing remedial actions to address deficiencies highlighted during inspections or surveys.
• Coordinate effectively with internal technical departments, external regulatory bodies, and military stakeholders to ensure total alignment on water infrastructure requirements.
• Participate in ongoing performance evaluations, testing, and maintenance of water treatment systems, ensuring smooth, uninterrupted operations.

Foundational Capabilities & Prerequisites

Required Technical Profile & Experience

• Professional Experience: 2–3 years of direct experience in the inspection, assessment, and compliance of water systems operations or related utility infrastructure.
• Specialized Knowledge: Working familiarity with the Certificate to Operate (CTO) review process and CNIC M-5090.1A water management guidelines.
• Technical Proficiency: Strong understanding of water treatment systems, utilities, and infrastructure; ability to conduct sanitary surveys.
• Data & Documentation: Proven ability to manage a POAM and handle official documentation processes like RFIs.
• International Mobility: Must possess a valid passport (minimum of 1-year validity remaining at the time of hire) and have the ability to travel internationally.
• Physical & Medical Clearance: Must successfully pass comprehensive contract-specific medical evaluations and maintain health compliance throughout the deployment.

Preferred Technical Attributes

• Austere Environment Track Record: Prior clinical or technical experience working in remote, austere OCONUS settings with a multi-national workforce.
• Military Infrastructure: Familiarity with Navy utility systems or prior experience supporting water systems in military/government facilities.
• Technical Certifications: Environmental engineering certifications, utility systems maintenance credentials, or drinking water treatment and distribution licenses.
• Digital Literacy: Proficient in Microsoft Office Suite (Excel/Word) for task tracking and report generation.
