Job Summary
The Electrical Commissioning Supervisor oversees contractor and local team execution of electrical systems commissioning for the EACOP project in Tanzania and Uganda. This supervisor conducts MV/LV verification, witnesses SAT/FAT and loop checks, supports energization, manages punch lists, enforces HSE rules, and mentors local personnel.
Key Roles & Operational Responsibilities
1. Site Commissioning & Contractor Supervision
- Field Oversight: Direct day-to-day electrical commissioning activities performed by EPCC contractors and local workforces across pipeline facilities.
- Contractor Auditing: Monitor contractor performance, ensuring strict adherence to technical specifications, approved commissioning dossiers, and schedule milestones.
- Testing & Verification: Witness Factory Acceptance Testing (FAT), Site Acceptance Testing (SAT), loop checks, functional testing, and systems readiness audits.
- Energization Support: Support MV/LV power energization activities, reviewing punch lists and ensuring safety clearances before system activation.
2. Interface Management & Technical Mentorship
- Cross-Functional Coordination: Manage operational interfaces between Construction, Commissioning, Operations, and EPCC Package teams.
- Knowledge Transfer: Mentor local Ugandan and Tanzanian electrical technicians and junior engineers, fostering technical capability and safety awareness.
- Documentation & Reporting: Review commissioning dossiers and test procedures, tracking punch-list closeout actions and reporting technical bottlenecks to project management.
3. Health, Safety & Environment (HSE) Leadership
- HSE Enforcement: Enforce VINCI Energies and EACOP client safety standards across all electrical commissioning work fronts.
- Toolbox Talks: Lead daily safety briefings, participate in hazard identification, and mandate corrective actions for unsafe site conditions.
Foundational Capabilities & Prerequisites
Required Technical Profile & Qualifications
- Educational Baseline: Degree or Higher Technical Qualification in Electrical Engineering.
- Commissioning Track Record: Minimum 10+ years of hands-on electrical commissioning experience in Oil & Gas or heavy energy infrastructure projects.
- Technical Mastery: Deep technical knowledge of Medium Voltage (MV) and Low Voltage (LV) power distribution, transformers, switchgear, and electrical protection systems.
- EPC Project Background: Proven experience working within large-scale EPC / EPCC project environments (pipeline or major industrial facilities preferred).
- Language Proficiency: Fluent English (written and spoken) is required; French fluency is an appreciated asset.
