Job Summary
GGGI Uganda is hiring a Level 4 Individual Consultant to perform pre-feasibility assessments and draft value chain profile documents for pellet and briquette clean cooking fuels in Uganda. The assignment runs from August 2 to November 30, 2026 (80 workdays) for a fee of USD 30,000. Requires a Master's degree and 5–8 years of experience in renewable energy/biomass value chain assessments.
Key Roles & Operational Responsibilities
1. Inception & Methodology Formulation (Task 1)
- Conduct inception meetings with GGGI, MEMD, CCU, and sector stakeholders.
- Review national energy policies, standards, market studies, and feedstock assessments.
- Draft a detailed methodology, work plan, and data collection framework for pellet and briquette value chains.
2. Pre-Feasibility Analysis & Sector Assessment (Task 2)
- Assess feedstock availability, production systems, technology models, supply chains, and market demand across Uganda.
- Evaluate financial models, indicative investment requirements, operational risks, and sustainability factors.
- Identify structural barriers, regulatory gaps, and market opportunities to support the transition to cleaner biomass fuels.
3. Value Chain Profile Document Creation (Task 3)
- Develop two publication-ready profile documents (one for pellets, one for briquettes) tailored for investors, donors, and policymakers.
- Outline strategic intervention areas, investment models, and practical recommendations for scaling up production.
4. Validation & Final Deliverable Delivery (Task 4)
- Present preliminary findings and profile documents during a validation workshop with GGGI, MEMD, CCU, and key stakeholders.
- Integrate feedback into the final pre-feasibility study reports and profile documents submitted in editable Microsoft Office formats.
Foundational Capabilities & Prerequisites
Required Qualifications & Experience
- Education: Advanced University Degree (Master's Degree) in Energy, Engineering, Economics, Environmental Sciences, Business Administration, Development Studies, or a closely related field.
- Professional Tenure: At least 5 to 8 years of demonstrated experience leading feasibility studies, market assessments, or value chain analyses.
- Sector Focus: Direct expertise in clean cooking, renewable energy, biomass energy, or broader energy access sectors.
- Technical & Analytical Competencies: Proven financial modeling, technical writing, quantitative/qualitative assessment, and stakeholder facilitation skills.
- Institutional Experience: Demonstrated experience collaborating with government entities (e.g., Ministries of Energy), international development partners, or multi-stakeholder programs.
Desirable Attributes
- Specific working experience within Uganda or the broader East Africa region.
- High political awareness, diplomatic tact, and ability to navigate government policy environments.
Administrative & Financial Conditions
- Travel & Workshop Expenses: Travel outside Kampala will be covered directly by GGGI according to internal norms. Workshop logistical/venue costs will be covered separately by GGGI based on approved concept notes and budgets.
- Reporting Structure: The consultant reports directly to the Project Manager (Strengthening the CCU Project), GGGI Uganda, while working in close collaboration with MEMD's Clean Cooking Unit.
- Contractual Restrictions: This position is strictly for an Individual Consultant. Bids from firms, companies, or consortia will not be accepted.
