Job Summary
MIFUMI is hiring a full-time SGBV Programme Manager for a 5-year contract based in Kampala with field travel. Reporting to the Deputy Executive Director, the role leads survivor-centred SGBV prevention, case management, legal aid, community norm change, and multisectoral coordination across health and justice systems. Requires a relevant Bachelor's degree (Master's preferred), 5–7 years of GBV experience, and donor grant management expertise.
Key Roles & Operational Responsibilities
1. Rights-Based & Gender-Transformative Leadership
- Survivor-Centred Practice: Enforce adherence to national GBV SOPs, UNFPA Minimum Standards, PSEA, and Do-No-Harm principles across all service delivery points (shelters, legal clinics, case management hubs).
- Intersectionality & Inclusion: Integrate mechanisms that safeguard and prioritize marginalized groups, including women, young girls, persons with disabilities, and vulnerable community members.
- Norm-Change Strategies: Oversee community-level interventions that challenge harmful traditional practices, patriarchal power structures, and social tolerance of violence.
2. Multisectoral Systems & Referral Pathways
- Institutional Coordination: Lead referral linkages with police stations, health facilities, courts, probation officers, and district GBV Working Groups.
- Consortium & Grants Oversight: Coordinate multi-partner grants, build partner technical capacity, and advocate at district and national levels for stronger GBV legal and policy accountability.
3. Program Implementation, M&E & Grants Management
- Quality Assurance Audits: Conduct field supervision, M&E data audits, and technical reviews to ensure services meet ethical and national safety benchmarks.
- Financial Oversight: Manage program budgets, monitor burn rates, approve procurement plans, and ensure donor financial compliance across project sites.
- Adaptive Learning: Lead periodic reflection meetings, adaptive management frameworks, and the production of donor reports, case studies, and evidence-based learning products.
4. Staff Management & Capacity Development
- Team Supervision: Direct performance management, wellbeing initiatives, and technical supervision for field officers, social workers, counsellors, and shelter staff.
- Capacity Building: Deliver training on trauma-informed care, survivor-centred case management, safeguarding, and PSEA.
Foundational Capabilities & Prerequisites
Required Qualifications & Experience
- Education: Bachelor’s Degree in Gender Studies, Social Work, Human Rights, Development Studies, Psychology, Public Health, or a related discipline. A Master's Degree in a relevant field is strongly preferred.
- Professional Experience: Minimum 5–7 years of progressive experience in designing and executing GBV/SGBV programs in Uganda or similar regional contexts.
- Donor & Grants Management: Demonstrated history of managing multi-site projects funded by major international donors (e.g., UNFPA, FCDO, USAID, EU).
- Technical Mastery: Deep operational knowledge of rights-based approaches, survivor-centred case management, trauma-informed care, GBV Minimum Standards, and national GBV SOPs.
- Certifications (Added Advantage): Specialized training in GBV case management, safeguarding, PSEA, trauma-informed care, or protection.
